Qualifications/ Requirements

1. Alternate Executive Director: World Bank

  • Master’s. degree in Economics, Business Administration, Finance, Banking or related qualification recognised by SAQA; 
  • At least 15 years’ relevant senior managerial experience in the Public Service, a Multilateral Development Bank, or other International Financial Institutions

2. ASD: Fiscal Research (Re-advertisement)

  • A Grade 12 is required coupled with a minimum National Diploma (equivalent to NQF level 6) or Bachelor’s. degree (equivalent to NQF level 7) in Economics or Mathematics or Mathematical Statistics;
  • A minimum 3 years’ experience is required in fiscal analysis, public finance, or an economic research environment; 
  • Experience in policy development and communication is also valued; 
  • Knowledge of Economic Analysis and Research; and 
  • Knowledge of the Public Finance Management Act and Treasury Regulations.

3. Helpdesk: RSA Retail Bonds (Re-advertisment)

  • A minimum Grade 12 coupled with National Diploma (equivalent to NQF level 6) in Office Administration or Office Management or Marketing or Media Studies or Communications or Public Relations or Public Management or Public Administration, Business Management or Business Administration; and 
  • A minimum 1-2 years’ work experience in Call Centre or related; Exposure to an Office Administration set-up environment; and Basic knowledge of financial markets.

4. Assistant Director: Business Continuity Management

  • A minimum of Grade 12 and Bachelor’s degree (equivalent to NQF level 6) in: Risk Management/Internal Auditing/ Auditing or Financial Management or Public Administration or Security Management. 
  • Professional accreditation with the Business Continuity Institute or equivalent professional body. 
  • A minimum of 3 years’ working experience in Business Continuity Management and Compliance Management; and
  • Knowledge of the broader risk management framework.

5. Director: Human Resources Planning, Acquisition & Operations

  • A minimum of Grade 12 and a Bachelor Degree (equivalent to NQF level 7) in: Human Resources Management or Business Administration or Management or Public Administration or Public Management or Psychology or Industrial Psychology or Social Sciences;
  • A minimum of 5 years’ experience at a middle/senior managerial level obtained in the broader the HR environment;
  • Knowledge and understanding of the Public Service Human Resources management frameworks, application of the Public Service Acts and Regulations and government’s HR Information Systems; and
  • Successful completion of the Nyukela Public Service Senior Management Leadership Programme as endorsed by the National School of Government available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of an appointment.

6. Programme Coordinator

  • A Grade 12 certificate, coupled with a minimum National Diploma/ Degree (NQF Level 6) in Office Administration / Public Administration/ Business Management/ Project Management; 
  • A minimum 2 years’ experience obtained in an Administrative environment; 
  • Knowledge of the legislative framework on administration management within government; 
  • Knowledge and exposure to the coordination of budget coordination processes; and 
  • Knowledge of the analysis and interpretation of internal policies for the correct application thereof.

7. SSA: Internal Control & Compliance

  • A Grade 12 is required coupled with a minimum National Diploma (NQF 6) in Financial Accounting/Auditing/Risk Management
  • A minimum of 2 years’ experience obtained within an accounting environment with specific reference to financial reporting, compliance monitoring, internal control, and risk management
  • Knowledge and experience of exposure in internal control
  • Knowledge and experience of exposure in financial reporting 
  • Knowledge of the Public Finance Management Act (PFMA), Treasury Regulations. 

8. Assistant Director: Investment Planning

  • A Grade 12 is required coupled with a minimum Bachelor’s. degree (equivalent to NQF level 7) in Urban Development or Civil Engineering or Financial Management; 
  • Project Management qualification will be an added advantage;  
  • A minimum 3 years’ experience as an urban development or grant financial management; 
  • Knowledge and experience of municipal service delivery challenges; 
  • Knowledge of the operational aspects of local government; 
  • Knowledge and experience in the management of urban and infrastructure development; and 
  • Knowledge of construction project analysis and oversight.

9. Deputy Director: Systems and Operations Management

  • A Grade 12 is required coupled with a degree (NQF 7) in Built environment (Planning or Engineering), or Financial Management; 
  • Project Management qualification will be an added advantage; 
  • A minimum 4 years’ experience of which 2 years’ should be on an Assistant Director level or equivalent obtained within Grant management;
  • Experience of financial/ grant administration management environment/ grant reporting/ grant coordination; and
  • Internal and external stakeholder management experience.

10. Programme Coordinator: ODG

  • A Grade 12 is required coupled with a minimum National Diploma (equivalent to NQF Level 6) or Bachelor’s. degree (equivalent to NQF level 7) in Public Administration or Business Management or Project Management or Public Management; 
  • A minimum 2 years’ experience obtained in administrative environment; 
  • Knowledge of the broader legislative framework on applied management and administration processes within government; 
  • Knowledge and exposure of budget coordination processes; and
